The International Certificate of Competence (ICC)

What is the ICC?

The ICC can best be thought of as your international driver’s license for boats. Just like a driver’s license, it can have ticks in all sorts of boxes depending on your qualifications and experience. After completing a Powerboat Level 2 course, you’ll be eligible for an endorsement in the ‘Power up to 10m’ category. With a CEVNI test, you’ll be endorsed both coastally and inland!

The ICC is your best bet to hire boats in abroad. It is widely recognised in Europe, and the vast majority of hire operators will require it for all but the smallest of powered craft. Additionally, it will likely be required by port authorities and insurance companies in Europe.

Who can get an ICC?

Anyone with a Powerboat Level 2 can get an ICC, provided they meet the following conditions. Over 16; resident in the UK; not a national of certain excluded countries (check the RYA website for the full list).

How do I apply?

Applications and payments are now online: https://www.rya.org.uk/knowledge/abroad/icc/icc-apply and is a direct conversion from your Powerboat Level 2 certificate.

Your ICC will take around 21 days to come back, but you can ‘Fast Track’ it and get it within 4-5 working days if required.

Do I have to do a Powerboat Level 2 course?

You may be eligible to do an ICC assessment (usually around a half-day session) instead of a PB2 if you already have significant boating experience. This is not the right route for most people, as we are obiliged to assess your ability to drive a boat the ‘RYA way’ and theoretical knowledge above and beyond what is asked at PB2-level. Examples of questions include:

  • What lights would a tug and tow display at night?
  • Explain the operation of a marine distress flare?
  • Explain the significance of a yellow and blue buoy?
 If those questions seem  easy, the ICC assessment might be right for you!
